The Office of Management and Budget has clarified the quite troubling spending pause memo M-25-13, Temporary Pause of Agency Grant, Loan, and Other Financial Assistance Programs in a follow up memo (PDF).
And yet, yesterday morning, before the uproar dominated online discussions and communications with members of Congress to take a stand, OMB
