Update: March 9 Northumberland County supes conditional use application hearing

The agenda for the March 9 Northumberland County supervisors hearing has been updated. Item 4, the luxury rehab facility, has been tabled at the request of the applicant:

4. TABLED TO THE REGULAR MEETING ON APRIL 13, 2023: Request by Most Reverend Michael F. Burbidge, owner, and The New Y-Capp, Inc., applicant, to allow a health care facility (Luxury Residential Treatment Center) on property zoned R-2, Residential Waterfront. The property is shown as Tax Map Parcel # 51-(1)-135 and is located at 355 Ditchley Road.

The request to table came a day after the applicant submitted additional information on the project. The supplemental info provides some useful information such as daily staffing and the number of patients. But what stood out was the attitude as shown below.



Yesterday, I (as a county resident and not blogger) submitted comments to the supes, county administrator, and zoning director about the applications. About the residential treatment facility I wrote,

I have questions about this project and can’t support or oppose without more information and would encourage you to table until more information is available.

According to Philip Marston, the facility is a high-end substance abuse rehab facility for high-income individuals. There will be six to seven staff at the property at any one time and no more than 10 patients at one time.

Even with the additional information provided by Mark A. Fleckenstein & Associates, P.C. on March 7, I have some questions:

1. Is the treatment program four weeks or can it be shorter or longer? (Mr. Pearson wrote “Treatment programs will be custom-tailored to fit the individual needs of each patient. As such, costs will vary, but will be in line with industry standards for luxury treatment centers, running anywhere from $30,000 to $100,000 for a four-week stay.” [emphasis added])

2. Is this a locked facility?

3. Are patients allowed to individually leave and return to the facility during treatment?

4. What is the status of their facility license?

5. Will the employees be NNK residents?

6. What is the length of the staff shift?

7. What is the breakdown of staff by position types admin, treatment, support (grounds, kitchen, etc.) on any given day?

The questions were designed to learn more about daily traffic to/from the facility and the impact on neighbors.
