An interesting thought experiment: How would you spend $1m-$1b on the NNK to benefit the most people?

Let's say you had a budget of $1 billion to improve Virginia. What would you spend it on to do the most good for the most people? is doing what was intended: To generate ideas on ways to help Virginians. So far on the list are education, early learning, infrastructure, teacher pay, housing those who are homeless, and keeping young educated people in the state. There are other ideas, of course; take a look.
