  • Westmoreland County Planning Commission Staff Report: Special Exception for a solar farm (20 megawatts) - Case #: #1805-SE-02. From the report:
The applicants are proposing a solar farm on property that is currently wooded and is comprised of two lots totaling 230 acres. The land would be timbered and cleared of detritus prior to the installation of solar arrays and other related improvements.

    * Please note that a Special Exception was granted on June 14, 2017 for a solar facility on one of these lots (Tax Map 5-80). Following further study during the site plan phase, the applicants found that a greater portion of the lot was encumbered by wetlands than they anticipated. For that reason, they are requesting a new Special Exception for the revised project area including a second adjacent lot.

There has been no previous development within the Resource Protection Area since the house was built. The majority (78%) of the newly proposed patio area (997 square feet) is located in the 100 foot buffer. The plan proposes an infiltration trench that will collect 1,233 square feet of roof area from the waterside of the house.

The blue crab population has declined 25% according to latest dredge survey results

The Virginia Marine Resource Commission (VMRC) has announced the 25% decline of the blue crab population between 2024 and 2025. The Chesapeake Bay Foundation (CBF) calls the results a “distressing low.” Many in the Bay watershed would likely agree with CBF’s reaction. Not two months ago, the Chesapeake Bay Foundation released the results of the IPSOS poll of 2,000 people living across the Chesapeake Bay watershed―DC, MD, PA, and VA―which found that the Bay animal most in need of protection was the blue crab (70%). Other top animals identified were bald eagle (68%), oyster (49%), and striped bass (36%). Read the full press release, “Virginia’s Adaptive Management Addresses 2025 Blue Crab Population Fluctuations,” here: HAMPTON, VA - The 2025 Bay-wide Winter Dredge Survey results indicate the Chesapeake Bay’s blue crab population has declined from an estimated 317 million crabs in 2024 to 238 million crabs.
