June 14: Solar on the Westmoreland County supes land use meeting agenda

The Westmoreland County Board of Supervisors will hold a land use meeting Wednesday, June 14 at 6:00 pm at George. D. English, Sr. Memorial Building (111 Polk Street, Montross). Read the June 14 agenda (PDF).

In preparation for the meeting, planning staff has prepared the following reports:
  • 1706-SE-02 Foxwell (Westmoreland):
    The property is approximately 185 acres, split by Gardy's Mill Road through the middle. The central portion of the acreage is cleared and currently used as cropland. The outer portion is wooded and moderately sloped down to water or wetlands. There are also two homes and assorted outbuildings near the road.

    The applicants would like to develop the property as a solar generation facility, commonly known as a solar farm. The solar panel arrays would be placed on the already cleared areas of the property. Minimal removal of additional trees is anticipated in order to reduce shading from the south.

    PUBLIC HEARING - CASE #1706-SE-02 ― Request by Foxwell Family Trust: Melvin & Edith Foxwell, Trustee, 751 Bushfield Road, Montross, VA and Roger Bowers, c/o FutureLaw, LLC, 1802 Bayberry Court, Suite 403, Richmond, VA 23226 for consideration of a Special Exception in accordance with the Zoning Code requirement found in Article 2, Section 13.3, Subsection 53, for the development of a solar generation facility. The property is located at 1072 & 1079 Gardy's Mill Road, also shown on zoning map 55, lots 112, 114 & 115, Cople Magisterial District. If approved, the applicants also request that a concurrent one year extension be approved.
  • 1706-SE- 03 Fried (Westmoreland):
    The property is a 114 acre wooded lot to the northwest of the intersection of James Monroe Highway and Pomona Road. The applicants would like to develop the property as a solar farm. The lot would be timbered and cleared of detritus prior to the installation of solar arrays and other related improvements.

    PUBLIC HEARING - CASE #1706-SE-03 ― Request by Adam Fried, 1975 Jefferson Davis Highway, Fredericksburg, VA 22401 and Walter McLeod/Westmoreland Solar LLC, 813 Hanover Street, Fredericksburg, VA 22401 for consideration of a Special Exception in accordance with the Zoning Code requirement found in Article 2, Section 13.3, Subsection 53, for the development of a solar farm. The property is described as tax map 5, lot 80, Washington Magisterial District.

Also on the agenda is PUBLIC HEARING - CASE #1705-ZA-01.
The Board of Supervisors is considering amendments to the Westmoreland County Zoning Ordinance regarding dog kennels. Alternatives under discussion include clarifying the definition of private kennels so that dogs kept in the owner's dwelling would not be considered a kennel and providing that a private kennel (redefined so as to allow more than four dogs over six months old) may be allowed as an accessory to a residence in the A-1 Agriculture District, but only on larger lots, perhaps properties of 5 or more acres and/or only when kennel enclosures are setback a considerable distance from property lines, perhaps 500 feet.
